I will be writing to the government to congratulate them on the move. The RFA as a result of deep conflicts of interest was unfairly dismissive or disregarding of key academic work that did not suit it.
I will also be asking them if they will now give proper consideration to the following issues, that the RFA was loath to acknowledge:
- the 'whole world' nitrous oxide (N2O) footprint of biofuels, further to top-down estimates made by Nobel-Prizewinner Paul Crutzen and colleagues including Kevin Smith of the University of Edinburgh, who is an international authority on N2O fluxes, and press for this to be accounted for in biofuel emissions calculations;
- non-carbon costs of biofuels and mineral source oils alike, such as costs of biodiversity, ecosystem services, water demands and air and water pollution; and press for these to be accounted for in the balance of environmental impacts of different biofuels, including as part of pressing for consideration of Indirect Land Use Change;
- the priority uses of crop residue material i.e. hay and straw for animal bedding and silage, the fact that a scarcity of these occurred in 2008 due to rains, and the fact that any excess can more cost-effectively save emissions by being used for stationary heating, as shown by Defra's UK Biomass Strategy 2007 and the Joint Research Centre's 2008 report Biofuels in the European Context.
